Sustainability Plan

Orangeburg County is at a critical point in its history. With its strategic location along major highways and near the growing metropolitan areas of Charleston and Columbia, the County has strong potential for economic and residential growth. Abundant natural resources, strong institutions of higher education, a growing regional hub of medical care, and a diverse population with strong community ties make Orangeburg County an attractive location for growth. Clarion Associates, in partnership with Toole Design, TischlerBise, and WK Dickson, led the Sustainability Plan project through multiple rounds of public engagement, interviews with key community partners, and technical analyses to craft a plan that manages growth responsibly, in a way that meets the needs and aspirations of all residents. The Sustainability Plan builds upon the 2011 Eastern Orangeburg County Sustainability Study, also led by Clarion Associates.

The cornerstone of the Sustainability Plan is the Blueprint for Future Growth Map, which identifies strategic locations to focus public investments in growth and which types of growth are appropriate in different areas of the County. The succinct and highly implementable plan supports the direction provided by the map through transformative strategies and actions, with a clear path for implementation. Orangeburg County adopted the Sustainability Plan in February 2026.
