Regional Plan & Unified Development Code

Clarion Associates, in partnership with Economic & Planning Systems and McBride Dale Clarion, led an effort that began in late 2020 on behalf of Pueblo County, the City of Pueblo, and the Pueblo West Metropolitan District to complete the first major update to the region’s plan in nearly 20 years. Key objectives for the process were to engage a diverse group of community and stakeholder interests, articulate a shared vision and goals for the region as a whole, and address the unique needs of individual communities within the region (including the City of Pueblo). The Regional Comprehensive Plan was adopted in early 2022. 

Following the adoption of the plan, Clarion began working with Pueblo County to develop a Unified Development Code (UDC) to support the implementation of the plan in the unincorporated areas. The UDC process was supported by a Technical Advisory Committee comprised of citizen volunteers and undertaken in coordination with Pueblo Means Business to support the community’s goal of encouraging local business and community investment. Pueblo County adopted their new UDC in 2024.
