Master Plan and Development Code Update

Clarion worked with Clark County to complete the first major update of its entire Master Plan, which had not been updated since 1983, as well as a complete rewrite of their development code (Title 30). Clarion lead the consultant team, which included MIG. Clarion facilitated project outreach throughout the project, along with plan and code drafting, supporting graphics, and document design. MIG’s main task was the build-out of online web platforms for both the Plan and the Code.

A key objective of the Transform Clark County process was to consolidate 11 standalone plans for individual planning areas within the County as part of the overall Master Plan. The updated Master Plan (adopted in November 2021) establishes a cohesive vision and policy framework based on six core values.   

Key issues for the development code included transitions between the urbanizing and rural areas of the County and establishing new tools for mixed-use development. Title 30 was adopted in August 2023.
