Buncombe 2043 Comprehensive Plan

Buncombe County, NC retained Clarion Associates to develop Buncombe 2043, an equity-driven comprehensive plan guiding growth through 2043. Shaped by extensive community engagement with nearly 3,000 participants, the plan prioritizes equity, resilience, sustainability, and regionalism. The plan was built from an assessment of existing policy plans and introduced tools like the Equity Index to inform land use decisions and established strategies for conservation, hazard mitigation, and working lands. Adopted in 2023, the plan has received multiple APA awards for excellence and engagement.
