Strategic Plan

In the spring of 2024, Clarion was once again retained to assist staff with the update of the County’s new Strategic Plan. The focus of this Strategic Plan was to serve as a “living document.” The updated plan is intended to help the County direct efforts and resources toward a clearly defined vision for its future and maintain flexibility to navigate changing community conditions as they emerge. Guided by community input, the Strategic Plan integrated James City County’s existing Mission and Values; added new Guiding Principles that guide the work of James City County employees in serving the community; updated the Goals that focus on specific community topics; and identified actions and implementation approaches that can be undertaken to support the goals of the Strategic Plan. The Strategic Plan was adopted unanimously by the Board of Supervisors in the fall of 2025.
