Land Development Regulation Updates

Rochester, Minnesota, is the third largest city in that state, home to more than 110,000 residents and the world-renowned Mayo Clinic, and the winner of many “best city” awards for its high quality of life and strong economy.  In 2017, Clarion Associates was retained to work with the Rochester-Olmsted Planning Department to update four key parts of the city’s land development regulations to help further improve the city’s built environment.

In 2018 and 2019 Clarion’s created two new Transit-Oriented Development zone districts to implement key components of the Rochester Plan2Succeed Comprehensive Plan, both of which were approved by City Council.  Clarion is currently working to simplify, update, and restructure the City’s complex system of development incentives and flexible development alternatives.  The project was adopted in 2022.
