Comprehensive Plan and Implementation Strategy, and Economic and Demographic Analysis, Alamosa, Colorado
Alamosa, an agricultural community located in a remote mountain valley, faces continuing economic challenges. To help boost its economic prospects, the city hired Clarion Associates to conduct an economic/demographic study that was used as the basis for developing a comprehensive plan. The plan included a new development code, intergovernmental agreements with the county, and an economic development strategy for downtown.

Population Estimates, Aurora, Colorado
Colorado's second largest city - 500,000 people - uses a population-based formula to determine staffing for its police force. Clarion Associates provided the city with population estimates through analysis of residential housing growth and vacancy trends, trends in household formation and size, metro economic trends and conditions. Clarion's analysis was used successfully by Aurora to challenge the State of Colorado's population estimate.

Cost Recovery/Impact Fee Study, Adams County, Colorado
To leverage its economic position in a fast-growing area of Colorado, the Todd Creek Metropolitan District No. 2 hired Clarion Associates to evaluate growth trends and design a cost-recovery fee system. The district's property contained numerous building lots, and was surrounded by large parcels destined for development. As Todd Creek would develop first, the district wanted systems in place to assure that it was paid for infrastructure it built that would benefit future development. Clarion identified financing techniques, and drafted regulations and agreements to assure reimbursement.

Rockford International Airport, Rockford, Illinois
Recognizing that its airport represented an economic development opportunity, the local airport authority brought in Clarion Associates to conduct an evaluation. Clarion assessed economic development implications of national aviation trends, analyzed the local development market, assessed airport property for development potential, and identified business sectors to pursue as development prospects.
