
Principals from Clarion Associates have represented public sector clients in a number of states in the design and implementation of development impact fee programs. Our involvement has included:
- The preparation of impact fee feasibility studies and outlines of options and alternatives;
- The design of accurate impact fee methodologies and techniques;
- The preparation of detailed impact fee support studies;
- The creation of new methodologies for difficult-to-measure impacts;
- The presentation of workshops on impact fees for citizens and elected officials; and
- The drafting and presentation of regulations and ordinances to implement fee systems.
Impact fee work by Clarion Associates and its principals covers a wide range of public services of facilities, including roads; public transit; parks and open space; water and wastewater facilities; police, fire, and EMS facilities, libraries, law enforcement and public safety facilities, public buildings, and affordable housing.
While much of our work involves communities interested in designing and adopting a fair and defensible impact fee system for the first time, Clarion also has extensive experience revising and updating existing fee systems to incorporate new data and new methodologies, and to ensure that the fee systems respond to case law decisions since their original adoption. In several cases, we have been hired to expand successful impact fee systems to include neighboring jurisdictions.
Firm members have also been responsible for the design of regional infrastructure financing programs and consulting with local governments in the design of growth management strategies to address infrastructure financing issues.
